At the end of the chain, you can find the nation who put these guys into office (and there you go with the legitimacy). From this comes the accountability: regular armies have ROEs and most of the time they are not above the laws and of yourse the commander in chief will have to answer for his/her decisions if no sooner, than in every election. <br /><br />This system is flawed as democracy itself, but still tries to controll the madness that is war.
